The successful candidate must demonstrate expertise in natural resource and water economics, with emphasis on water use, conservation, and allocation in agricultural and resource-dependent systems; the ability and interest to teach undergraduate and master's-level courses in Agricultural Economics and Agribusiness and to contribute economic expertise to doctoral training in the Water Science and Management program in face-to-face and online formats; and the ability to collaborate effectively within multidisciplinary research teams addressing water, agriculture, energy, and natural resource issues. The candidate must also demonstrate the ability to publish in relevant, high-quality scholarly outlets; develop and sustain externally funded research; and advise and mentor undergraduate and graduate students. Given the diverse and multicultural nature of the College of Agricultural, Consumer and Environmental Sciences (ACES), strong communication, collaboration, and teamwork skills are essential. Although the position does not carry a joint appointment, the faculty member is expected to work collaboratively with other departments and units at New Mexico State University (NMSU) engaged in research, teaching, and outreach related to water and natural resource economics.

This position serves as the technical expert for operations of a regulatory agency laboratory for review and revision of analytical procedures and capabilities and incorporation of new analysis or equipment based on statutory requirements and need of regulated industry at New Mexico State University (NMSU). The State Chemist is expected to exercise independent judgment in determining specifics and priorities. The State Chemist reviews the work of staff to determine the completeness or accuracy of tasks and adherence to policy, oversees and assists in performing all operations of the laboratory to meet requirements of applicable regulatory programs and maintain standards for required laboratory certifications. Resolve technical issues in an effective, efficient and timely manner. The State Chemist performs, modifies, and develops methods for chemical, physical, or biological analysis as well as consults on field sampling, handling and preservation procedures; performs recording and mathematical or statistical analysis and interpretation of analysis results; monitors, assesses and improves laboratory programs and procedures; verifies all practices and procedures are in compliance with program standards and provides technical documentation or testimony in a compliance conference, formal hearing, court or other enforcement related action. The State Chemist is responsible for developing an understanding and applying the applicable laws, codes, statutes, regulations, and standards to ensure compliance with applicable federal and state safety laws, codes, and regulations; schedules work unit staff meetings; participates in problem solving and decision making. Assist in Management of Operations at Science Center with New Mexico State University (NMSU) : Assist in oversight, evaluation, and assignment of duties to all full and part-time farm laborers and part-time research assistants in research plot activities (plot layout, planting of experimental treatments; weeding, irrigating, insect scouting, soil sampling, plant sampling, weighing, pruning, etc., specific to experimental protocols). Assist in hiring and termination decisions of field/shop staff. Assist in oversight of Field Workers: part-time farm laborers in general field and shop maintenance (livestock care and daily feeding, basic servicing and repair of farm equipment, buildings, fences, irrigation system, etc.). Contacts and works with electrical, plumbing, and general contractors. Assist with oversight of Inventory/Equipment: Assist in oversight of Investigation, orders, and troubleshoot/repair experimental equipment (electronic scales, moisture sensors, soil samplers, data-loggers and associated software, etc.); investigates and orders agricultural and lab chemicals, and general farm equipment and supplies. Assist with monitoring and reporting on center's budget related to all general farm supplies, and some research-related supplies. Serves as center's Safety Officer backup and will assist to develop HazCom and HazMat training with NMSU Safety Office; provides safety training to staff. Responsible for staff following the center's specific policies/rules. Inspect all equipment and buildings for safety concerns and general maintenance needs. Coordination of field items at Science Center: Coordinates and manages field, equipment, and shop resources, etc., to visiting researchers and/or graduate students. Monitors and maps all plot and field activities and applications of materials, including through appropriate mapping software, and send to ACES/AES main campus office annually.

Develop a process-based model to upscale tower flux data to watersheds with the main goal of improving our understanding of the feedback between forests in dryland ecosystems and the combined effects of climate change and management impacts at New Mexico State University (NMSU). This will be achieved by 1) using CLM to upscale tower observations to the watershed and improve model representations of dryland ecosystems, including forested watersheds; and 2) integrating historic forest management into improved dynamic vegetation models to evaluate impacts on watershed structure and function. CLM, coupled with ParFlow, will be used to evaluate water and carbon fluxes over the dominant watersheds by a) improving the representation of land surface heterogeneity, including fractional cover, woody canopy structure, and LAI to account for the phenological cycle; b) developing a dryland-specific plant functional type; c) develop a scenario based analysis to examine watershed responses to forest management and natural hazard. The analysis may also examine other simple hydrologic models, such as HEC-HMS and SWAT. Deliverables: New CLM parametrization with improved water and carbon fluxes for NM Top 500 forested watersheds, including soil moisture, streamflow, sediment load, and groundwater recharge.
